the\u00a0\u00a0 Government\u00a0 Emergency\u00a0\u00a0 Ordinance\u00a0\u00a0 no.\u00a0\u00a0 57\/2013\u00a0 amending Law 220\/2008 on support mechanism for renewable energy<\/strong><\/p>\n<p style=\"text-align: justify;\">The main statements are:<\/p>\n<p style=\"text-align: justify;\">In the period 1 July 2013 \u2013\u00a0 31 March 2017, the allocation of a certain number of green certificates will be temporarily suspended, as follows:<\/p>\n<ul style=\"text-align: justify;\">\n<li>one \u00a0green certificate for new hydro plants, with installed power under 10 MW;<\/li>\n<\/ul>\n<ul style=\"text-align: justify;\">\n<li>one \u00a0green certificate for wind farms;<\/li>\n<\/ul>\n<ul style=\"text-align: justify;\">\n<li>two green certificates for photovoltaic plants (e.g. this would effectively mean that\u00a0\u00a0 the\u00a0\u00a0 producers\u00a0\u00a0 of\u00a0\u00a0 solar\u00a0\u00a0 energy\u00a0\u00a0 would\u00a0\u00a0 actually\u00a0\u00a0 receive\u00a0\u00a0 four \u00a0\u00a0green\u00a0\u00a0 certificates).<\/li>\n<\/ul>\n<p style=\"text-align: justify;\">\u00a0The recovery of the deferred green certificates shall start with:<\/p>\n<ul style=\"text-align: justify;\">\n<li>\u00a01 April 2017 for new hydro plants and photovoltaic plants;<\/li>\n<\/ul>\n<ul style=\"text-align: justify;\">\n<li>\u00a01 January 2018 for wind farms, gradually, but no later than 31 December 2020.<\/li>\n<\/ul>\n<p style=\"text-align: justify;\">The\u00a0 National\u00a0 Energy\u00a0 Regulator\u00a0 (\u201cANRE\u201d)\u00a0 shall\u00a0 establish\u00a0 the\u00a0 manner\u00a0 in\u00a0 which\u00a0 the recovery of the deferred green certificates is to be done.<\/p>\n<p style=\"text-align: justify;\">The accreditation of power plants benefiting from green certificates will be done up to the level of total annual values provided in the PNAER (National Action Plan for Renewable Energy).<\/p>\n<p style=\"text-align: justify;\">This\u00a0\u00a0 amendment\u00a0\u00a0 will\u00a0\u00a0 impact\u00a0\u00a0 all\u00a0\u00a0 projects\u00a0\u00a0 that\u00a0\u00a0 will\u00a0\u00a0 be\u00a0\u00a0 accredited\u00a0 \u00a0after\u00a0\u00a0 the\u00a0\u00a0 entering\u00a0\u00a0 into force\u00a0\u00a0 of\u00a0\u00a0 ANRE\u00a0\u00a0 proposal\u00a0\u00a0 to\u00a0\u00a0 reduce\u00a0\u00a0 the\u00a0\u00a0 number\u00a0\u00a0 of\u00a0\u00a0 green\u00a0\u00a0 certificates.\u00a0\u00a0 This\u00a0\u00a0 may\u00a0\u00a0 happen within maximum 3 months form the entering into force of the GEO.<\/p>\n<p
