The Romanian Government approved the Government Emergency Ordinance no. 57/2013 amending Law 220/2008 on support mechanism for renewable energy
The main statements are:
In the period 1 July 2013 – 31 March 2017, the allocation of a certain number of green certificates will be temporarily suspended, as follows:
- one green certificate for new hydro plants, with installed power under 10 MW;
- one green certificate for wind farms;
- two green certificates for photovoltaic plants (e.g. this would effectively mean that the producers of solar energy would actually receive four green certificates).
The recovery of the deferred green certificates shall start with:
- 1 April 2017 for new hydro plants and photovoltaic plants;
- 1 January 2018 for wind farms, gradually, but no later than 31 December 2020.
The National Energy Regulator (“ANRE”) shall establish the manner in which the recovery of the deferred green certificates is to be done.
The accreditation of power plants benefiting from green certificates will be done up to the level of total annual values provided in the PNAER (National Action Plan for Renewable Energy).
This amendment will impact all projects that will be accredited after the entering into force of ANRE proposal to reduce the number of green certificates. This may happen within maximum 3 months form the entering into force of the GEO.
This regulation will enter into force on the 1st of July 2013.
