New legislative package was adopted on 11.02.2014 regarding the modernization of public procurement in the European Union. This package is made of:
- a directive on public procurement (replacing Directive 2004/18/EC)
- a directive on procurement by entities operating in the water, energy, transport and postal services sectors (replacing Directive 2004/17/CE)
- a directive on the award of concession agreements
This legislative review is an overhaul of the public procurement legislation from the Member States. The main improvements are related to:
- strategic use of public procurement policies
- enabling access for small businesses
- simplification of the award procedures
- elimination of corruption
- equal application of European law in this field
